Yes, in many cases you can.

The Dolby Atmos soundbar can generally still be used with compatible non-4K ENGLAON TV models.

However, being able to use the soundbar and getting the full Dolby Atmos effect are not always the same.

Will I Get Full Dolby Atmos Effect on Any TV?

Not necessarily.
